New Report Asks How Climate Law Can Better Benefit Communities

The Initiative for Energy Justice (IEJ) released a white paper, "Community Benefits Policy & Energy Justice", detailing the role of Community Benefits Agreements (CBAs) and Community Benefits Plans (CBPs) in benefiting underserved communities. This research addresses the need for greater community decision-making and resources in clean energy projects.

As federal clean energy investments rise, CBAs and CBPs are key tools ensuring these investments benefit host communities. CBAs are contracts between developers and community coalitions that secure specific resident benefits. CBPs outline how developers will aid affected populations.

The white paper's insights include CBAs enabling community benefits unlikely without external frameworks, risks of institutionalizing CBAs leading to effectiveness loss, and the need for transparency and accountability in policymaking. Federal and state support for community participation and transparent tracking mechanisms is essential.
